Q. know that OSHA states that all volunteer fire fighters must receive hours of refresher training. My question is does that training need to be in-house, or can other state (or other agency) courses be used towards the 8 hours.
A. It's not OSHA making the demands it's the Pesh guy. NYS DOL and they want to know who is doing the OSHA training. the hours are minimal for refresher check the NY State Chiefs Association for a book on OSHA and Pesh compliancy. They are free I believe to any Fire chief in the state. everything is spelled out pretty well in there. Or ask the Pesh office for clarification. we have had guest speakers talk on different OSHA points but the Pesh office wants to see documentation of who where and when the training was and who the (hold accountable guy) is in your department. we followed the State Law on fire chiefs duty and named him as program administrator for all facets. On another note if you break your department out into job classifications then only certain groups need certain parts of the OSHA regiment. And all new firefighters must receive the full two hours per segment for: Station safety, fire ground safety, response, right to know and msds, respiratory plan, hazardous materials confined space, and lock out tag out, accountability, ladders, tool safety, protective equipment, exposure plan(Infectious Material). I may have missed some, but I think there are fourteen individual items that can be taught together or apart in segments.
