is it acceptable in Driving School to simply throw someone into open traffic?

Q. A friend of mine recent decided to get her license and enrolled with a local driving school. What she told me afterwards scared the hell out of me. He asked her point blank whether she had ever driven a vehicle and she told him no. So he pulls over on a busy highway and tells her to get behind the wheel. Without reviewing any of the controls with her he tells her to drive, and proceeds to take her through a busy business and shopping district and then to a packed parking lot. Needless to say she had a lot of difficulty relaxing during the lesson, couldn't concentrate on his instructions and was very shaken when she returned home. She was surprised she didn't get into an accident, and so am I. Is this a common practice these days? When I went for my training I was given a thorough going-over of the vehicle and was then taken to a fairly isolated area to get the feel of driving for the first time. A friend of mine was put on the road first thing, but it was in a fairly rural area where he could go at his own pace and not worry about getting in an accident. Since when is it acceptable to simply throw someone into open traffic?

A. It is not. That was totally irresponsible of the instructor and he should have his permit revoked for having done that. Think of the peril that he put them and others in. Not a good way to start out.
